Does it need electricity to work?

Can I adjust the water level?

Yes. Tilt the float arm upward to raise the water level and downward to lower it. This lets you set a comfortable drinking depth for smaller dogs or fill it higher for large breed dogs and livestock.

Is it safe for use in freezing temperatures?
